The Sarawak government’s White Paper.

 The Sarawak government’s White Paper is almost completed –and it contains a provision that prohibits politicians from Peninsular Malaysia from coming to the state if they are deemed to be a threat to its security.

A white paper is an authoritative report or guide that helps solve a problem. White papers are used to educate readers and help people make decisions, and are often requested and used in politics, policy, business, and technical fields.

In the Commonwealth of Nations, "white paper" is an informal name for a parliamentary paper enunciating government policy; in the United Kingdom these are mostly issued as "Command papers". White papers are issued by the government and lay out policy, or proposed action, on a topic of current concern. Although a white paper may on occasion be a consultation as to the details of new legislation, it does signify a clear intention on the part of a government to pass new law.

it  is learnt that the state government would be empowered to direct the State Immigration Department to prevent the entry of ‘dangerous elements’ at any immigration check-point.

Land Development Minister Datuk Seri Dr James Jemut Masing yesterday confirmed that this provision would be clearly spelt out in the White Paper.

Datuk Seri Dr James Jemut Masing says about White Paper;-

“Yes, the White Paper is going to be ready very soon. It does not need to be endorsed by Parliament.It can be approved at the State Cabinet level and enforced accordingly because it is a matter totally under the jurisdiction of the Sarawak government. 

“There will be a provision in the White Paper that will empower the state government to do whatever is deemed necessary to prevent chaos from happening in Sarawak,” 

“This includes the power to stop anyone from coming to Sarawak if that person is deemed to be a danger to the security of this state.” 

White Paper was not devised just for the coming state election, and that the timing was just a coincidence. its intention was not political.“The White Paper is drawn up not because Sarawak leaders are afraid of anyone in the political sense of the word. It is to safeguard the peace, harmony and stability of the state. 

We will do whatever has to be done, including stopping certain people entering the state if there is no other choice,” .the state leaders were worried that there would be efforts by certain people to create civil unrest during the coming polls.
